Indian Lottery Regulation Act

In India all lotteries are regulated by Lotteries (Regulation) Act – 1998 and Lotteries (Regulation) Rule – 2010 with various amendments and different State Lotteries Regulation Acts issued by the concerned state to regulate lotteries in their jurisdiction. The Government of India time to time has prohibited lotteries in India but has empowered the State Governments (vide Lotteries (Regulation) Act – 1998 and Lotteries (Regulation) Rule – 2010) to organize lotteries in their states by issuing Official Gazette Notification.

According to that 13 Indian states have allowed organizing and selling lotteries in their states and other states and union territories have prohibited lotteries in their states. Some states have allowed selling of lottery tickets of other State Govt. lotteries in their states with some terms and conditions and some states have completely banned all types of lotteries in their states. Only the State Governments are allowed to organize and conduct lotteries in India and private lotteries are completely banned. Lottery organizing states have their separate Directorate of State Lotteries to control, conduct and regulate all the process of lotteries and appointed authorized agencies to sell lottery tickets.

Participating in lotteries in India

For anyone to buy, sell and participate in lotteries in India depends up on the rules of their residential state. Therefore any one should check this before buying or participating in any lottery schemes. Most of the states that have prohibited lotteries generally don’t allow selling of lottery tickets in their state and some states have prohibited buying also and some states charge huge tax on gain from lotteries. Therefore anyone who wants to participate in lotteries out of their residential state should check the rules carefully, whether it is allowed in their state or not, before participating.

As per data available, 13 states in India have allowed lotteries in their states as Sikkim, Nagaland, Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Goa, Maharashtra, Kerala, Punjab, Madhya Pradesh & West Bengal. And 12 of them have launched their lottery schemes. There are a number of lottery schemes in India operated by various State Governments by their respective Directorate of State Lotteries under the supervision of State Finance departments or other departments.
